In my Note 1 for the week ending 1st. August I gavi
reasons for suspecting that Frazer and Co. were operating on be- -half of Germans. This was reported to the Consul-General, Shanghai
In 0.8.0. 5 in 3590/15 (date about 1st.September)
I received a list of Suspect Firms (as exporters) sent by Sir John
Jordan. Fraser à Co. appear in it as "absolutely suspect".
In the Secretary of State's telegram of 30th.
July, 1915, the orders are that "my telegram to. ....Neutral Subjects.......if found to contain anything. .suspicious
should be stopped".
The case of Fraser went considerably beyond that::
the whole firm was tainted with the "absolute" suspicion that it was trading on behalf of ensay subjects (except in straw braid). Frazar's telegrams were then stopped as reported in my Note 2 of 5th. September, and again in my Note 3 for 12th. September. These Notes were, I presume, sent to the Consul-General; who wrote to the G.S.0. under date 10th. September "I am of opinion these tele- -grams should be passed". They were passed accordingly.
In this as in all other matters concerned with
the Cable Office I endeavour (a) to forward the policy of the Consuls (b) to keep them informed of my actions.
I have discussed the general position in my Note
3 for the week ending September 26th.
